Description:
Under general direction of the Town Administrator, manages and directs the department’s four in-house operations: (1) water production and distribution, (2) wastewater collection and treatment, (3) street maintenance, and (4) parks/grounds maintenance for certain Town owned facilities. The director is responsible for planning, directing, managing, and administering all the Town’s public works in accordance with current professional standards, best practices, and applicable laws and regulations.

· Serve as a representative of the Town of Elizabeth, demonstrating a positive attitude and display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public.
· Responsible for testing and compliance with all State and Federal regulations regarding the production and distribution of water within the Town, and the collection and treatment of wastewater.
· Supervises employees of the Public Works Department. Develops work plans and schedules, directs, and coordinates work, coordinates training, evaluates performance, and manages progress on an on-going basis.
· Prepares departmental budget, monitors actual costs and expenses related to budget, and manages operations within budgetary guidelines.
· Develop long-range infrastructure planning with strategic vision and goals.
· Determines and recommends upgrades and repairs to infrastructure within the Town, with a particular focus on the current and future needs of the community.
· Oversees records kept regarding water and wastewater production, infrastructure, plans, easements, maintenance reports, and related documentation.
· Research issues/materials as needed for Town Administrator and Town Board. Responds to public and departmental questions concerning Town policies, ordinances, and related issues involving the Public Works Department.
· Represents the Town at various meetings, or through membership on various committees or commission

Minimum qualifications:
· A Bachelor’s Degree from any accredited college or university in Engineering, Environmental Science, Water or Wastewater Management, or closely related field.
· A minimum of four (4) years of municipal experience in public works operations, administration, and management; to include water and/or wastewater collection and distribution, street maintenance, parks, and grounds maintenance.
· Two (2) years supervisory or senior management/supervision experience.
· Must possess, at time of employment and continuously throughout employment, a valid Colorado Class “C” driver’s license.
· Any equivalent combination of training, education, and experience, which provides the individual with the required knowledge, skills, and abilities to perform the job.
· Additional skills, experience, licenses (water and/or wastewater licenses) and certifications (such as CDL) are highly desirable.
Special Requirements:
· Ability to work evenings to attend scheduled public meetings.
Environmental and Physical Conditions:
Duties are performed in both an office environment and in the field. The employee is exposed to varying and extreme weather conditions. Must have the capability to hear, speak, and see to communicate with the public and with staff. Physical exertion may be required to climb stairs and over walls, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs. Subject to 24-hour call back for emergencies. There may be long endurance hours to finalize an emergency task.

JOB SUMMARY
-
Serves as the Operator in Responsible Charge (ORC) for the City of Golden’s public water distribution system and wastewater collection system in accordance with applicable CDPHE regulations, including Regulation 100. Holds operational authority and accountability for regulatory compliance, system integrity, and public health protection.
Responsible for the operation, maintenance, and repair of all components of the City’s water distribution and wastewater collection systems, including water mains, hydrants, valves, meters, pump stations, storage tanks, reservoirs, the raw water supply system (including the Vidler Collection System, reservoirs, and headgates), sewer mains, manholes, and related appurtenances.
Leads and enforces compliance with City safety policies and applicable requirements. Promotes a strong safety culture within the Utilities Division, ensures staff participation in required training, oversees incident reporting and investigation, and implements corrective actions as necessary.
Develops and directs the Utilities Division work plan; assigns and prioritizes work activities, projects, and programs; monitors workflow and productivity; and evaluates work methods and outcomes to ensure efficiency, regulatory compliance, and service reliability
Develops, prioritizes, and manages the Utilities Department Capital Replacement Program in alignment with the City’s Capital Improvement Program. Oversees assigned capital projects, including contractor coordination, construction oversight, schedule monitoring, budget tracking within delegated authority, and project documentation in accordance with City policies.
Manages preventive maintenance programs and monitors progress against annual goals; provides regular reports to the Public Works Director or Deputy Director. Maintains work order and asset tracking databases.
Coordinates response to customer complaints and service inquiries related to water main breaks, sewer backups, water pressure, and other service issues. Submits claims requests and recommendations to the Risk Manager for review and payment.
Participates in division budget preparation and administration; forecasts funding needs for staffing, equipment, materials, and supplies; submits justification for budget requests; and monitors and administers the approved budget.
Supervises maintenance of time, material, and equipment usage records. Purchases needed materials, supplies, equipment, and services in accordance with City policies.
Provides leadership and operational direction during off-hours emergencies, including water main breaks, sewer backups, service interruptions, and other critical events.
Ensures timely response, coordination with appropriate agencies, and actions necessary to protect public health, environmental compliance, and system reliability.
Builds and sustains a high-performing team through coaching, mentoring, and professional development of both new and experienced staff. Establishes performance expectations, supports certification advancement, and fosters accountability and collaboration within the Utilities Division and with other operational divisions during special events, emergency response, and coordinated operational activities.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Utilities Department, including Utilities Supervisors, Water Resources Specialist, Cross Connection Coordinator, and Locator. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. -
QUALIFICATIONS

High School Diploma or GED required. Associate's degree (A. A.) or equivalent from two-year college or technical school preferred. General Position Summary:
Support water delivery to stockholders; ensure that all tasks associated with release

General Purpose

Water System Operator Trainee (no licensing) - $48,000-$50,000 annual salary with incentive of 5% pay increase for each additional license obtained.

LICENSES, CERTIFICATIONS AND REGISTRATIONS
- Level I: Must obtain a Class D Water Plant Operator’s and a Distribution 1 License within 6 months of hire.
- Level II: Must have a Class C Water Plant Operator’s license or a Distribution 2 license and two years of related municipal experience.
- Level III: Must have a Class B Water Plant Operator’s license or a Distribution 3 License.
- Level IV: Must have a Class A Water Plant Operator’s license or a Distribution 4 license.
- All levels: Valid Colorado Class A Driver’s License and satisfactory driving record. Out of state candidates must obtain Colorado Class A License within 6 months of hire. Employees with a CDL requirement as part of their job description are subject to random drug screening.
RESIDENCY REQUIREMENT: None. Must be physically present, within Park School District R-3 Boundary while on call.

The Plant Operations Department is now accepting applications for the position of Treatment Plant Operator. Pay will correspond with the years of experience and certification level as outlined below.
Treatment Plant Operator I: Entry-level position; Colorado Class D Water and/or Wastewater Treatment Operator certification or ability to obtain within one year of hire. Hiring Range: $48,783 to $57,391, DOE.
Treatment Plant Operator II: Specialized training and experience in water and/or wastewater treatment facility operations; Colorado Class C Water and/or Wastewater Treatment Operator certification; minimum two years of increasingly responsible treatment plant operations and maintenance experience required. Hiring Range: $53,783 to $63,274, DOE.
Treatment Plant Operator III: Specialized training and experience in water and/or wastewater treatment facility operations; Colorado Class B Water and/or Wastewater Treatment Operator certification; minimum three years of increasingly responsible treatment plant operations and maintenance experience required. Hiring Range: $59,296 to $69,760, DOE.
Job duties include: Performs a variety of semi-skilled and skilled technical and maintenance tasks in the operation, maintenance, and repair of the water and wastewater treatment facilities.
Requirements include: High school diploma or GED. Valid Colorado Driver’s License or ability to obtain within 30 days of hire. Pay Ranges (DOQ/DOE):

Operators at all levels perform skilled technical work for the operation and maintenance of the City’s water treatment plant and distribution system, including water sampling and testing, SCADA monitoring, preventive maintenance, emergency response, and customer service.

. • Operator IV: Lead/Senior level; staff oversight, technical expertise, emergency leadership, and management support. Colorado Class A Water, Class 4 Distribution, and Class D Wastewater licenses required.
