DUTIES AND RESPONSIBILITIES:
Manages and oversees the daily operations of engineering, transportation and facilities. and general aviation airport
Meets with consultants to plan and approve new street paving/construction, transportation, and transit projects; reviews submitted plans to ensure appropriate charges; inspects, approves and accepts projects upon completion.
Establishes and/or approves specifications for construction and repair of airport, transportation, transit infrastructure and other Town facilities, prepares cost estimates, specifications and plans for purchase of materials, using environmental and sustainable management practices.
Coordinates planning and construction of utility facilities with the Utilities Department and with Town consultants, Town personnel, developers and contractors.
Works closely with consulting engineers on designs and specifications and administers requests for bids and assignment of contracts for airport, transportation, transit and utility projects; coordinates project program planning, contracting and construction supervision in coordination with the Utilities Department.
Develops and implements sustainable policies and procedures for assigned divisions. Reviews standards and provides technical direction, oversight and leadership to assigned staff to maintain an efficient and effective operation of all Town utilities in coordination with the Utilities Department.
Hires, trains, coaches and evaluates the work of Town Engineer, Facilities Manager and Transportation Manager, and technical office staff.

Prepares budget requests to include expenditures for equipment and supply purchases, capital outlay items and personnel costs; exercises fiscal control over the application of allocated resources; prepares requisitions and purchase orders for supplies and materials and bid specifications for high-cost equipment.
Provides direction to airport manager in the daily operation of the airport as well as maintenance and repairs, emergencies and FAA Grant program projects either directly or through delegation.
Attends Town related meetings as required to present budget, programs, services and facilities activity reports, studies, analyses and plans for present and future activities.
Prepares a variety of periodic reports for relevant state agencies to reflect departmental activities in support of receipt of state funds.
Responds to common inquiries or complaints from customers, regulatory agencies, members of the business community and the general public.
Acts on behalf of the Town Manager by assignment or delegation in their absence.
Performs related work as required and assigned.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in public administration transportation, civil engineering, construction management or a closely related field from an accredited college or university
Six years’ progressively responsible experience in management level public works, civil engineering, and transportation, including three years of supervisory experience.

Environmental Factors: Work be performed indoors, in a general office environment 95% of the time and 5% will be spent outdoors in safe weather conditions. Adequate hearing and communication will be needed to perform the duties of this job. The employee will be exposed to noises commonly experienced in an office environment. When visiting job sites and construction projects up to twice a month, the employee will be required to walk on uneven surfaces. Traveling to various sites within the Town will be required to visit job sites.
Physical Factors: Ability to travel between Town of Erie buildings to attend meetings and events. While performing the duties of this job, the employee will sit and stand for the majority of the time spent working. Up to 6 hours per day will be spent completing repetitive motion tasks, such as typing, grasping a writing utensil to take notes, etc. The employee will need to be able to bend, kneel, and stoop, halfway to the ground approximately once per week. The lifting of objects will be limited to carrying a laptop.

SUMMARY DESCRIPTION
As a member of the leadership team and under the general supervision of the District Manager plans, organizes, reviews, and directs the operation and control of the District’s distribution system including the daily operations and administrative requirements of the distribution system and facilities. The Day-to-Day
• Interpret utility maps, as-built civil engineering drawings, GIS information, and various locating equipment to locate our assets and underground utility lines.
• Use stakes, flags, and/or paint to mark the location of underground utilities.
• Gather GIS Data in the field utilizing handheld Trimble unit or other GPS enabled devices.
• Create and complete computer-generated work orders daily using GIS and CityWorks. Prepare various reports, forms, photos, and memos to document work orders, issues encountered, and resolutions. Verify field information and notify relevant departments regarding updates and corrections.
• Investigate and prepare detailed written documentation following excavations that result in damage to underground utilities.
The duties of this position will vary by season and the needs of the Field Operations department. When Locating duties are not necessary, you will join the team in other duties pertaining to the repair and maintenance of the water distribution and wastewater collection system.
Qualifications
• High school diploma or GED, and three years of utility locating experience; or an equivalent combination of education and experience to successfully perform the essential duties of the job.
• Knowledge of standard operating procedures of the Colorado 811 Tier 1 system preferred.
• Must possess or be able to obtain Collection I and Distribution I certifications through CCWP within the first year of employment.
• Must possess a valid Colorado Driver's license and be insurable under District's standards.
• Must possess or be able to obtain a Commercial Driver License within the first year of employment. Necessary training and exam access for CDL are provided by the District.

Schedule

MANAGEMENT AND UTILITY BILLING SERVICES
General Information:
The Kiowa Water and Wastewater Authority (Authority) is soliciting proposals from qualified firms (Consultant), to provide the Authority with Management and Utility Billing services on a consulting basis.
Administrative Services:
As the Manager, the Consultant will be expected to perform a proactive role in the management of the Authority. Additionally, the Consultant shall support, coordinate efforts with and maintain open communications with the Board of Directors, the Authority’s legal counsel and other consultants.
The services performed by the Consultant shall generally include, but are not limited to:
a.Attendance at regular or special meetings of the Board, as requested by the Authority.
b.Conferences with Board members and/or Authority consultants as requested.
c.Representing and/or assisting the Authority in dealings with:
i)Town of Kiowa
ii)Customers.
iii)Developers.
iv)Other government agencies.
v)Others having business with the Authority.
d.Prepare / submit reports and forms as required by the above identified agencies.
e.Manage the Authority’s telephone (including 24/7 emergency coverage), website, and provide an Authority office address.

Utility Billing Services:
The Authority has approximately 400 customers. Utility billing occurs on a monthly basis. The services performed by the Consultant shall generally include, but are not limited to:
- Establish customer utility billing records
- Print and mail monthly utility billings
- Receive, post and deposit customer payments
- Provide customer service on billing questions
- Provide on-line payment service
- Collection of delinquent accounts, including annual certification if necessary
- Act as a liaison with title companies on transfer of property
- Provide utility billing reports to Board as requested

Summary:

About Highland Lakes Water District Highland Lakes Water District (HLWD) is approximately five miles northwest of the intersection of US 24 and Teller County Rd 5 in Divide, Colorado and covers a 1.7 square mile area. The District currently has 367 customer accounts and predicts, at build out, 450 accounts. All water usage is metered, and usage readings are taken monthly using a remote meter reading system. All customers are residential homes with individual sewage disposal systems. Highland Lakes Water District operates one treatment facility with a raw water collection system and a 110,000-gallon storage tank, fed by 23 wells. Raw water is treated with chlorine, polyphosphate and a nitrate anion exchange treatment process. Additionally, the District is in the process of developing a micro filtration system that meets the state’s requirements for treating raw water under the influence of surface water. This project is expected to be completed in the spring of 2025. Wells are monitored and managed using a Supervisory Control and Data Acquisition System (SCADA). The District has an adjudicated consumptive use water right for 28-acre feet per year and an approved water augmentation plan.
Your Role:
We seek a self-directed, reliable person that will ensure the safe and compliant operation of the Highland Lakes water infrastructure to the best of their ability. This contractor will be responsible for the day-to-day operation, maintenance, and performance of the water system to meet the requirements of CDPHE and under the direction of the HLWD Board of Directors. The District does not expect that the contractor will have a full-time presence in the District but should be available at all times for system emergencies or will delegate someone with at least equal certifications and competencies as backup.
What you will do:
• The contractor shall order, load, unload, and regulate treatment chemicals and supplies.
• The contractor shall collect water samples for various tests as required by CDPHE and deliver the samples to the District’s selected testing laboratory to be reported promptly in accordance with the monitoring schedule.

• The contractor shall troubleshoot and repair or replace water meters and remote reader units, as directed by the District, within the contractor’s schedule.
• At the District’s expense, the contractor will deliver to the City of Colorado Springs Meter Repair Shop any meters to be evaluated and certified for accuracy as directed by the District.
• The contractor shall post shut off notices as directed by the District and perform location services as requested by UNCC.
• The contractor is responsible for providing (as backup) a certified substitute operator during those times when he/she is not available or is inaccessible. The substitute operator should also provide the owner/decision-maker with a current photocopy of his/her certificate.

Job Summary
The Water Treatment Facility Foreman is an integral part of the plant operations team who will also communicate and work closely with other treatment plant staff. The Water Treatment Facility Foreman adjusts and monitors water treatment plant equipment, monitors treatment parameters, performs process control lab tests, records data, adjusts the application of chemicals and maintains the operations of the treatment facility, prepares reports, and works on special projects as may be assigned. The position requires being able to work flexible schedules which at times will include working weekends, holidays, evenings, or “on call” shifts. We land apply the produced cake sludge, requiring the operator to be responsible for land and sludge testing and reporting. The Baca Grande Water and Sanitation District is accepting applications to fill a full-time position for a Utility Maintenance Field Technician I, II or III.
Under general supervision the Utility Maintenance Field Technician I performs duties to sustain the operation, maintenance, and servicing of water and wastewater treatment facilities. Duties include: monitoring plant operations; performing and assisting with construction projects; performing preventive and corrective maintenance; conducting periodic inspections; record keeping; customer service and other duties as assigned. Utility Maintenance Workers must participate in on-call duty schedule rotation.
Salary Range :
Entry Level : $17-$22 per hour
Level 1 operator licenses : $20-$25 per hour
Level 2 operator licenses : $23-$29 hour

Certifications Required: Must maintain a valid Colorado Driver’s License throughout employment. Must obtain A Class A Water Treatment Certification within 6 years of employment and maintain throughout employment. And, obtain a Class D Water Distribution Operator Certification within one (1) year of employment and maintain throughout employment. |
GENERAL PURPOSE: To perform a variety of skilled technical duties and semi-skilled labor in the operation and maintenance of the City's Water Treatment Plant and Distribution System. Ensures water complies with a CDPHE regulations. Respond to and resolve any process or equipment issues.
GENERAL POSITION DUTIES AND RESPONSIBILITIES: The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
- Perform assigned water facilities inspections, monitoring and documenting operations by reading plant equipment gauges, dials, graphs, and other instrumentation.
- Operate and adjust pumps, motors, feeders, and other specialized equipment to maintain appropriate plant production and water quality parameters.
- Maintain, compile, and update plant operations logs and reports; perform and record mathematical calculations related to operational activities; input data into the computer.
- Collect samples from throughout the facilities and community; perform laboratory analyses and record findings.
- Control quality of water delivered to public; collect and analyze finished water samples for chlorine, temperature, and pH levels; mix and add treatment chemicals; ensure adequate chemical application according to CDPHE regulations and guidelines.
- Maintain, repair and service operations machinery and equipment including pumps, valves, motors, meters, tanks, and reservoirs, change lubrications.
- Drain water traps in gas lines, air compressor and air lines; maintain plant access and cleanliness of facility appearance and grounds.
- Perform required CDPHE WQ compliance monitoring.
- Operate pickup truck, forklift, bobcat skid steer, and snow removal equipment to maintain plant access and cleanliness of facility.
- Collect water samples and perform a variety of routine water quality laboratory tests; conduct water quality tests for pH, Alkalinity, Hardness, “Jar” tests, and other assigned analyses and make recommendations for adjustments, as necessary.
- Maintain and operate Distribution System facilities including pumping stations, pressure reducing stations, and water storage tanks.
- Operation and maintenance of Source of Supply facilities to ensure maximum raw water storage capacity.
- Perform general facility maintenance such as cleaning, painting and repair.
- Perform grounds maintenance duties, including snow removal.
- Respond to consumer inquires and complaints in a professional and courteous manner.
- Respond to after hour emergencies.
Fiscal Responsibilities: Incumbent has no budget or cash-handling responsibilities.
City Organization Duties and Responsibilities:
- Represent the Department and City to other City staff and members of the public.
- Provide quality customer service to individuals needing assistance.
Supervisory Relationships: Works under supervision of the Water Facility Supervisor. Incumbent does not supervise other employees.
JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Principles and practices of water source of supply, water treatment and water distribution.
- Operating principles of plant equipment including valves, pumps, motors, and other instrumentation.
- Standard principles of the natural sciences, including chemistry and biology.
- Laboratory analysis techniques and standards for water treatment and distribution system WQ requirements.
- Operational and safety regulations pertaining to water facilities operations and vehicle / equipment usage.
- Sampling methods and techniques.
- Pertinent Federal, State, and local laws, codes, and regulations.
