1. Measure, record, monitor, and maintain operating equipment and daily operations and information on water distribution system and treatment plant performance and operation.
2. Operate water sampling programs and testing to meet CDPHE requirements for Total Coliform, Lead and Copper, DBPs and all other required water testing.
3. Assists in the implementation of the Cross- Connection Control Program including yearly surveys, and backflow testing results for all Town, commercial, industrial, and multi- family buildings according to CDPHE and Town requirements.
4. Operate monthly meter reading equipment and software and replace meters as necessary.
5. Perform hydrant flushing, repair, replacement, snow clearing and flow testing as required.
6. Locate and mark water and sewer infrastructure as required.
7. Operate leak detection equipment as required on water mains and services.
8. Repair water mains using all equipment necessary and directing other crew members in proper and safe operation of repair equipment.
9. Operation of a variety of heavy equipment including backhoe, loader, dump truck, and skid steer for water and sewer system repair and maintenance and snow removal.
10. Responds to questions and concerns from the public related to all above responsibilities and water system function.
11. Assists other Public Works responsibilities as assigned.
12. Maintains a variety of records; makes periodic and special reports of work performed.
13. Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized.
14. Once trained, employees will be entered into a rotating on call schedule, and on-the-call duties require evening and weekend duties. Employees are required to be able to respond 24/7 to emergencies within 1hour for the on-call period.

Position Summary
The Sales Manager owns Treatment Technology’s water and wastewater customer
relationships and is responsible for retaining and growing the book of business. This is a
relationship-driven, individual-contributor role that combines disciplined account management
with new business development. The Sales Manager protects and deepens existing accounts —
municipalities, special districts, and treatment facilities — by understanding each customer’s
treatment process, anticipating their chemical needs, defending pricing with value, and ensuring
every commitment is delivered on spec and on time. At the same time, the role pursues new
customers and expands product lines within current accounts to grow overall volume and
margin. Over time, Treatment Technology intends to grow this role beyond municipal and
special-district accounts into industrial, mining, and oil & gas water treatment — new growth

Monarch Mountain Lodge is seeking a certified Operator in Responsible Charge for its drinking water and
domestic wastewater systems on a part time contract basis. The monthly contract amount is negotiable. The
lodge maintains personnel who live on site and perform daily operational activity, so the successful candidate
directs and supervises that work rather than performing every round personally. The owner is a licensed
Colorado professional engineer and works closely with the operator.
The systems
Drinking water, PWS ID CO0108420. Non-transient non-community system classified groundwater under the
direct influence of surface water. The source is Spring No. 1, gravity fed, serving the lodge hotel and restaurant
together with approximately twelve residential units in the Garfield Townsite. Treatment is cartridge filtration
through Harmsco MUNI-1-2FL-304 housings operating under an alternative filtration technology acceptance
issued by the Division on June 6, 2014, using HC/170-100 roughing cartridges, HC/170-5 pre-filters, and HC/170-
LT2 compliance cartridges, followed by chlorine disinfection with a contact time tank. Raw capacity is rated at 55
gallons per minute with current production near 22 gallons per minute. Daily operational monitoring covers
entry point residual disinfectant, combined filter effluent turbidity, and differential pressure across the filter
train.
Wastewater, CDPS permit CO0028444. Domestic wastewater treatment facility, Class C. [Insert process
description: lagoon, package plant, or other, with design flow.]
Both systems sit at high elevation on Monarch Pass, roughly twenty miles west of Salida on US Highway 50, and
both operate year round under mountain winter conditions.
Certifications required
• Water treatment, Class C or higher.
• Water distribution, Class 1 or higher.
• Wastewater treatment, Class D or higher.
Certifications must be current and in good standing with the Colorado Certified Water Professionals program. A
single operator holding all three is preferred. The owner will consider separate designations by discipline if the
Division accepts that arrangement.

• Serve as designated Operator in Responsible Charge for both facilities under Regulation 100, with the
availability and supervision the regulation requires.
• Direct on-site personnel under a written delegation of duties, including a statement of adherence, a

• Review daily operating logs and entry point residual records, and sign and submit monthly operating
reports.
• Direct compliance sampling and monitoring under Regulation 11 and respond to residual or turbidity
excursions.
• Maintain and update standard operating procedures for the treatment train, disinfection, and reporting.

Basic Purpose of the Job
The City of Montrose operates a water distribution system and wastewater collection system as well as a wastewater treatment plant. This position leads a team within the Utilities division that maintains safe water and sewer systems for the Montrose community.
Under general direction from the Superintendent, plan, organize and supervise the work of staff engaged in a variety of maintenance, repair and construction activities. Perform fire capacity flow tests as required by the building department, fire marshal and city engineer. TITLE: TOWN MANAGER

SALARY RANGE: $75,000.00 YEARLY PLUS BENEFITS
GENERAL PURPOSE:
Under the general direction of the Town Board of Trustees, manage, direct, and supervise the daily activities and programs of the town. Provide professional guidance, leadership, and advice to the Town Board of Trustees. Direct the daily activities and programs of the Town through the Town’s departments. Develops and maintains quality customer service to citizens and promote consistency and transparency in the Town’s actions. Administer all Town departments, except the Town Clerk, Town Attorney and Municipal Judge. Serve at the pleasure of the Board of Trustees. Actively support and uphold the Town of Dove Creek’s mission and values.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Plan, organize, coordinate, direct, review and manage the activities and programs of the Town. Perform a wide variety of tasks to facilitate the administrative operations and best practices of the Town.
· Serve as the lead member of the Management Team as a positive, active and engaged member.
· Supervises all staff through the department heads, except for the Town Clerk, Town Attorney and Municipal Judge
· In concert with the Town Clerk prepare the Town’s annual budget; and oversee the administration of the annual budget.
· Responsible for strategic financial planning which includes analyzing available resources, estimating future financial needs, and devising strategies to meet those needs. Also making sure that this process aligns financial goals with overall strategic objectives, adapts to economic changes, and ensures long-term sustainability.
· Build expertise within the departments to facilitate administration of their departmental budgets.
· Recommend, prepare, and present ordinances, resolutions, code changes, contracts implementing best practices related to public administration of the Town.
· Have the skills and ability to provide positive leadership and direction to the Town’s
departments.
· Assure staff cross-training, professional and technical development and encourage life-
long learning.
· Assures the preparation of the Board of Trustees’ meeting agenda, including agenda items and packet.
· Oversees the development and dissemination of public information
· Responds to public inquiries, complaints, and concerns in a tactful, timely and effective manner.
· Implements ordinances and Board policies, rules and regulations and ensures statutory compliance.
· Works with legal counsel on legal advice and issues for the Town.
· Represents the Town of Dove Creek at meetings with federal, state, and other local government officials.
· Attends a wide variety of professional and public meetings to represent the Town with positive and visible community involvement; and explains and interprets policies, procedures, and/or functions of departments at these meetings.
· Conducts regular staff meetings to establish project priorities and to ensure the coordination of such information flows to staff and the Board of Trustees.
· Performs related duties as assigned by the Board of Trustees.
· Maintains a positive, cooperative attitude, and displays professionalism, courtesy, expertise, discretion, and appropriate tact in all interactions with the Board of Trustees, employees, and with the public.
· Actively communicate the Board’s directions, goals, and mission, and assist on planning and implementing the work as needed, while supporting the Town’s vision, mission, and goals.
· Regularly report to and advise, the Board of Trustees on pertinent issues, problems, and opportunities.
· Serve an active role (communication, coordination, and cooperation) in the Town’s community development processes; maintain positive working relationships with both the Town Staff and the development community.
· Provide oversight on development proposals, projects, the creation of subdivision improvement agreements (SIA), and on project improvement plans, final maps, plans and other agreements.
· Assure compliance with all Federal, State and Town laws, regulations, and directives.
· Recommend any special studies that may be directed by the Board of Trustees and/or as may be needed by the Town to do projects, activities, or programs. Oversee such studies. Deliver reports and recommendations to the Town Board of Trustees for consideration and/or adoption.
Other Job Duties:
· Participate in conferences with other government officials to arrive at solutions to mutual problems.
· Represent the Town on or before various outside boards, commissions, and civic groups on matters relating to administration of the Town as required.
· Participate as Town advisor on local committees when needed.
· Attend all Board of Trustee meetings, Management Team, and other Town meetings as required.
· Be dependable and always meet acceptable attendance requirements.

Minimum qualifications:
· Minimum of a baccalaureate degree required, or master’s degree preferred.
· A minimum of five (5) years progressively responsible experience* in business and/or
government, with a preferred, but not required, minimum of three (3) years of working in local government administration, finance, planning or similar area, or any equivalent combination of education and experience.
· Two or more of the years of experience in a deputy, an assistant or administrator position is preferred.
· Any equivalent combination of training, education, and experience, which provides the individual with the required knowledge, skills, and abilities to perform the job.
· ICMA Credentialed Manager is preferred or must be willing to obtain within 1 year of employment.
*Experience:
Experience must be sufficient to thoroughly understand the diverse objectives and functions of the various administrative and operational departments to plan, organize, implement, direct, coordinate, budget, evaluate work, and report on results for the Town as an entity.
Special Requirements:
· Must reside or be willing to reside within the Town of Dove Creek or within a maximum of 20 miles from the incorporated town limits within Dolores County, CO, within 6 months of hire.
· Ability to be bonded.
· Ability to work evenings to attend scheduled public meetings.
Environmental and Physical Conditions:
Physical activities include sitting, and occasional walking or standing; hearing, speaking, seeing, and manual dexterity. Ability to move to and from various points within the Town Hall facility. Ability to grasp, see, read, handle, and manipulate documents. Ability to participate in routine conversation in person, via telephone, or via recording. Ability to remember schedules, programs instructions, and Town Board actions.
